Rural Planning
The West Midlands Regional Spatial Strategy (RSS – previously known as Regional Planning Guidance) is part of the statutory development plan and incorporates the Regional Transport Plan. It provides a framework for all Local Development Frameworks and Local Transport Plans. The overall vision for the West Midlands is one of an economically successful, outward looking and adaptable region, which is rich in culture and environment, where all people, working together, are able to meet the aspirations and needs without reducing the quality of life of future generations.
Following the publication of the RSS in June 2004, the Secretary of State recommended that some issues should be looked at immediately and developed further. The decision was made to carry this out in a phased way.
- Phase One concentrated on the Black Country Study, where the aim was to identify and "fast-track" urban renaissance proposals through implementation.
- Phase Two is currently under way. It is considering housing, employment, transport and waste.
- Phase Three will look at a range of other issues, including: critical rural services, provision for gypsies and travellers, recreational provision, quality of the environment and possibly more.
As part of Phase Two, beginning on 8 January 2007, there will be an 8-week public consultation on Spatial Options. These will set out future development choices or directions for the region up to 2021 or beyond. Following the consultation period, a Preferred Option will be drafted for submission to the Secretary of State.
